Sign the Petition to Support the Dyslexia Diagnosis Access Act!

Let Governor Hochul know you support the Dyslexia Diagnosis Access Act!

My bill, the Dyslexia Diagnosis Act (A.2898/S.5481) passed both houses this legislative session and now will go to the Governor for her signature.

The bill mandates that private health insurance policies pay for neuropsychological exams for the purpose of diagnosing dyslexia. It is the first of its kind in the nation! The cost of these exams (between $6,000 - $10,000) are one of the major barriers to children getting a positive identification of the nature of their learning disability and therefore the services they need.  By making such evaluations affordable, this legislation will change the lives of thousands of children and their families across New York State.

As the parent of 2 daughters with very different learning styles, I witnessed first hand how phonics based strategies supported my younger daughter in learning to read. At the end of first grade when she was still struggling to sound out words, quickly frustrated by the 20 minutes of reading “homework” each day, I had her privately tested and we were all (even her wonderful classroom teacher) shocked to learn that she did not know any of her vowel sounds. After about 6 months of tutoring 1 day per week (with carryover at home) using the Orton-Gillingham program, she became a strong, confident reader, who now names reading as one of very favorite activities. I credit that early identification and relatively short intervention with the success she was able to achieve. As a pediatric occupational therapist, I know the importance of early intervention, and passionately support this work.

Please help us, we are desperate. If I died tomorrow, my child would be functionally illiterate. We have been bullied, we have been gaslit, we have been lied to by our school and our district. My child has been neglected, yelled at, and bullied for a learning disability we HAVE treatment for. We are facing the possibility of having to gut our child’s 529 plan – her future – in order to fight the Department of Education for the free, appropriate public school education that is her right. And we may lose. We may lose our child’s quality of life in the present and for the rest of her life.

Her father and I are working people, we have worked hard and long for the State of New York. We have paid our taxes, we have made businesses successful, we have done our part. And in return, the State and City are WILLFULLY failing our child. Condemning our child to a lifetime of illiteracy, dependency and tormenting our family. Every. Single. Day.

My child has been diagnosed with “textbook” dyslexia by a DOE Clinical Neuropsychologist. We have thousands of providers who can treat her and the other 20% of children who present with Dyslexia. We have methods that could correct Dyslexia NOW. Our school system is one of the most well funded in the entire country. Open your eyes!

This is wrong. THIS is what evil looks like.

    Help us! Help these children!

What good is the knowledge you will not use!

What good is the money you will not spend!

What good is a city where 1 in 5 children are condemned to illiteracy before they even begin school!

As a mother of a son, now 31, who struggled intensely learning to read, but got the help he needed, I hope this excellent bill will pass and give many other youngsters the help they need. Thank you Robert Carroll for sponsoring it. Donna Arking, LCSW
