Fighting for the Right to Read

Bobby’s commitment to literacy is personal. As a child who struggled with dyslexia, he knows how transformative the right support can be.

He authored the landmark Dyslexia Task Force Act — the first major dyslexia and literacy legislation ever passed in New York — creating statewide standards for screening, evidence-based interventions, and teacher training. He secured funding to launch New York’s Center for Dyslexia & Dysgraphia and passed the nation’s first law requiring private insurance to cover neuropsychological exams to diagnose dyslexia.

Bobby also helped establish the “science of reading” as the statewide standard for literacy instruction and has directed hundreds of thousands of dollars to local schools and the Brooklyn Public Library to expand structured literacy programs. Because every child deserves the right to read.

Bobby was the prime sponsor of the Build Public Renewables Act, hailed as the most significant Green New Deal-style law in the country at the time of passage. The law empowers the New York Power Authority to build public renewable energy projects while guaranteeing strong labor standards and good-paying union jobs.

He also authored first-in-the-nation legislation to prioritize low-carbon concrete in state projects and championed expanded solar and battery storage in New York City. The emissions reductions from his clean energy initiatives are estimated to equal taking 173,000 cars off the road for a year.

A former election lawyer, Bobby has worked to modernize New York’s voting laws and expand access to the ballot. He passed legislation lowering the voter registration deadline, created “Golden Day” registration allowing voters to register and vote on the same day during early voting, and ended the practice of discarding ballots cast at the wrong polling site but in the correct district. He believes democracy works best when everyone can participate.

Safe Streets & Reliable Transit

Bobby has been a leading advocate for fully funding the MTA, increasing transparency through the MTA Open Data Act, and advancing congestion pricing. He has passed legislation to remove dangerous drivers from the road and continues to fight for safer streets and reliable public transit.

Delivering for Brooklyn

Bobby has secured major investments for the community he grew up in, including $10 million for the Brooklyn Museum, $13.2 million for Brooklyn Public Library branches, and significant funding for Prospect Park.
